Dave Nearing

Mr. Nearing is retired after a career of more than 40 years in nuclear and industrial plant operations, maintenance, and construction management; Operational Readiness Reviews; project management; safety analysis/safety management; regulatory compliance; radioactive/hazardous waste management, risk assessment; management assessments; and systems engineering.  Of the 40years, he has 36 years in management including 30 years working in the US Department of Energy (DOE) Complex. 

During the last 20 years he has been involved in marketing, business development, and contract awards for four corporations providing services to the DOE and their contractors.  He developed several DOE site offices and initiated a new corporation.  During this same period he was the project manager on most of the major DOE projects. 

He has lived in Richland for the past 30 years with his wife, Sally.

Career Highlights:

-Brought a business from inception, through startup to over fifty personnel at eight DOE sites with a 23% net profit before taxes.

-Part of a five man Team that brought a corporation from 7 to 450 personnel,  Managing sites for the Department of Justice, Department of Agriculture, and Department of Energy  as well as general consulting engineering throughout the nuclear industry.

-Managed a major redesign and retrofit of large industrial plant just outside the arctic using non-experienced native personnel to perform all necessary construction and maintenance tasks.

-Achieved a verified state of DOE/NRC/Federal/State regulatory compliance on the first underground geosciences test facility for the National High Level Radioactive Waste Program (OCRWM).

-Facilitated preparations for 16 successful contractor readiness reviews in the DOE Complex for the start or restart of nuclear FACILITIES (no failures).

-Facilitated the implementation of a new Authorization Basis in the Hanford tank farms with no pre-start findings following a DOE Independent Review.
